HealthEC names Osburn its chief operating officer

Edison-based HealthEC, a provider of population health management solutions, announced Thursday it has named Robert Osburn its new chief operating officer.

In this role, Osburn will help drive the company’s strategic development and grow its portfolio of government, public sector, commercial and private clients.

“Robert’s government and commercial health plan expertise and record of achievement in both the provider and payer space makes him the ideal professional for this role,” Arthur Kapoor, CEO and president of HealthEC, said. “His contracting skills, command of the regulatory landscape and ability to identify revenue opportunities align particularly well with HealthEC’s plans to expand our government business and to show state Medicaid agencies how to leverage our population health management platform to measure and compare evidence-based performance and outcomes of managed care organizations, providers and members.”

Prior to joining HealthEC, Osburn held roles at Unisys HIM and Molina Healthcare Corp.’s Molina Medicaid Solutions unit including chief health policy officer, chief operating officer and vice president of business and strategic development. He also has held roles at Healthcare Enhancement Systems Inc., Columbia/HCA Healthcare Corp., Comprehensive Care Corp. and other health care companies. He also was the hold separate trustee for the Federal Trade Commission.
