Union County Savings Bank, the 139-year-old community bank, said Wednesday that Michael Horn has joined as general counsel, where he will be responsible for overseeing all legal affairs for the bank.
A partner at McCarter & English in Newark, Horn is one of New Jersey’s preeminent lawyers in the banking industry, assisting financial institutions and corporations with regulatory, corporate governance and litigation needs, including securities, corporate governance, regulatory issues and internal investigations.

Horn earned his Juris Doctorate from Harvard Law School and his bachelor’s degree from Princeton University.
Horn serves on and previously chaired the board of the Federal Home Loan Bank of New York and chairs the Corporate Governance Committee. He served as a member of the New Jersey Assembly and member of the Assembly Banking Committee for two years. Horn also served as the commissioner of banking for the state of New Jersey for two years and was appointed as New Jersey state treasurer.
