William “Bill” Briggs was sworn in July 23 as the deputy administrator of the U.S. Small Business Administration at the SBA headquarters in Washington, D.C.

Briggs previously served as acting associate administrator for SBA’s Office of Capital Access during the first Trump Administration. He played a leading role in the development and implementation of the Paycheck Protection Program (PPP) and Economic Injury Disaster Loans (EIDL) during the COVID-19 pandemic. A Texas native and small business owner, Briggs has more than two decades of private-sector experience.
Briggs was confirmed by the U.S. Senate on July 9. His confirmation was boosted by Small Business and Entrepreneurship Chair Joni Ernst (R-Iowa), who urged her Senate colleagues to confirm Briggs to serve as deputy administrator of the Small Business Administration. After she spoke, the Senate confirmed Briggs by a vote of 49-45.
