Rebecca Lubot, a well-known government affairs specialist in the state, has joined the Raben Group as a principal specializing in issues related to advancing clean energy and climate priorities in New Jersey.
Lubot, who previously served as a director at Porzio Governmental Affairs, said she was thrilled that the Raben Group, a national firm, chose to expand its resources into New Jersey — and did so with a clean energy focus.
“I look forward to helping the firm grow at the state, federal and international levels, particularly when it comes to powering the world through clean and renewable energy,” she said. “We have a once-in-a-generation opportunity to affect positive change for the environment, the international economy and society as a whole. Critical policy and business decisions must be considered through this lens.”
The firm will not have an official office in the state, but Robert Raben, the firm’s founder and president, does not feel that will be an issue. Raben feels Lubot’s experience advocating at the state, federal and international levels — and her abilty to build coalitions effectively, offer strategic solutions and make a deep and meaningful impact on high-profile issues — made her a perfect fit for the company’s mission.
“Our commitment to better serving our clients includes having a real presence across the nation,” he said. “Rebecca’s extensive experience at nearly all levels of power will significantly help us delve deeper into issues at the state level and expand internationally.”
The firm, based in Washington, D.C., is the largest majority-people of color public affairs firm in the nation.

Lubot’s resume is extensive. Her policy portfolio included issues such as education; energy and the environment; health, health care and pharmaceuticals; historic preservation; and LGBTQ+ and women’s rights.
At Porzio, she used her expertise to advance her clients’ priorities in education, energy and renewables, gun violence prevention, health care and pharmaceuticals, and other areas.
She previously served as the chief education policy officer with the New Jersey Department of Education. She also has served as a project specialist to U.S. Sen. Frank Lautenberg and acting director for state affairs with the Drug Policy Alliance.
She also gained significant experience as a director at the strategic and crisis communications firm CN Communications International Inc., where she was responsible for the executive management the Governor’s STEM Scholars program.
Lubot earned her doctorate in U.S. history from Rutgers University – New Brunswick, a Master of Science degree in the theory and history of international relations from the London School of Economics and Political Science, and a bachelor’s degree from Boston University. She is a visiting associate at the Eagleton Institute of Politics at Rutgers.
