Dolan joins Genova Burns as partner specializing in commercial litigation and property tax

Thomas Dolan, a veteran lawyer who specializes in commercial litigation and property tax, has joined Genova Burns as a partner, the Newark-based firm announced Wednesday.

With more than 15 years of legal experience, Dolan has built a stellar reputation based on his experience in handling complex legal matters for corporate clients and successfully represented clients in property tax appeals and high-stakes commercial litigation in both federal and state courts.

Dolan is known for his proficiency in managing intricate cases involving complex commercial disputes, large-scale discovery, motions, depositions, trials and arbitration. His notable achievements in his varied career include defending municipalities in arbitration disputes with real estate developers, representing developers in significant prerogative writ actions, defending companies in breach of contract and franchise litigation, securing tax exemptions for nonprofit organizations and obtaining long-term property tax exemptions and abatements for developers.

Chairman Angelo Genova applauded the announcement.

Dolan’s published decisions in landmark cases include: Advance Housing Inc. v. Township of Teaneck, where Dolan successfully represented national and local mental health organizations as amici curiae before the New Jersey Supreme Court to preserve property tax exemptions for supportive housing; AccuZIP Inc. v. Director, New Jersey Division of Taxation, in which Dolan successfully represented an out-of-state software company in appeal of New Jersey Corporate Business Tax deficiency assessment by the Division of Taxation; and Stoddard v. Rutgers, the State University of New Jersey, where he successfully represented the university in an action challenging the property tax exemption of university student family housing.

Dolan also is a respected speaker on tax appeal litigation and property tax exemptions. He has presented at numerous conferences and seminars, including the Northeast Chapter of the Appraisal Institute, the New Jersey Association of County Tax Boards and the New Jersey Institute for Continuing Legal Education. Some of his notable presentations include “Tax Appeal Valuation and Litigation — How to Prove Your Case” and “PILOT and Tax Abatement Programs in New Jersey.”

His academic credentials include a Juris Doctor from Rutgers University School of Law – Camden, where he was an articles editor for the Rutgers Law Journal, and a Bachelor of Arts in history with honors from Rutgers University.
