Frier Levitt, a health care and life sciences law firm, said July 16 that it added two partners and three associates to bolster its capabilities across health care litigation, regulatory compliance, employee benefits, and life sciences law.
The new partners are William L. Hurlock and Candace L. Quinn, and the added associates are Emma S. Bekhet, Christopher P. Furlong, and Paul S. St. Marie, Jr.

Frier, co-founding partner of Frier Levitt. “Each attorney brings a unique skill set and perspective that strengthens our ability to serve clients facing increasingly complex regulatory, transactional, and litigation challenges.”

Hurlock has more than 27 years of experience and joins Frier Levitt as a partner focusing on False Claims Act, whistleblower, and complex health care fraud litigation. He has recovered more than $600 million on behalf of the U.S. government and is nationally recognized for his work in fraud enforcement and health care compliance.
Quinn, an ERISA and tax attorney, joins Frier Levitt as a partner with experience in executive compensation, employee benefits, and health and welfare plans. She advises multinational and domestic companies on U.S. regulatory compliance with the Internal Revenue Code and ERISA, addressing executive compensation and incentive arrangements, plan-sponsored retirement, and health and welfare benefit plans, including self-funded medical plans.
Bekhet is an associate in Frier Levitt’s health care group, where she represents clients in complex disputes involving health care providers, insurers, and other industry stakeholders. Prior to joining the firm, Emma served as in-house trial counsel for a nationwide insurance company, handling litigation matters.
Furlong is an associate in Frier Levitt’s health care group, focusing on compliance and regulatory matters involving the False Claims Act, Anti-Kickback Statute, Stark Law, and HIPAA. He has extensive litigation experience and has worked closely with government agencies on False Claims Act investigations.
St. Marie, Jr. is an associate in Frier Levitt’s life sciences litigation group. He represents pharmacies and health care providers in complex litigation and arbitration, including PBM audits, licensing issues, and Board of Pharmacy matters. St. Marie, Jr. also has experience in Hatch-Waxman patent litigation.
