Atlantic City is taking a step toward sustainability and economic empowerment with the launch of a $77 million Energy Savings Infrastructure Program (ESIP). This ambitious initiative, focused on modernizing the Atlantic City Convention Center and the historic Jim Whelan Boardwalk Hall, is designed to enhance operational efficiency, reduce energy costs, and foster community development—positioning the city as a leader in renewable energy innovation.
“The ESIP program allows us to address utility costs for our buildings with newer technology while also generating revenue for the CRDA,” said Eric Scheffler, executive director of the Casino Reinvestment Development Authority (CRDA). “By integrating sustainable energy with workforce development, we’re strengthening our infrastructure and empowering the community for a brighter future.”
Significant Savings and Financial Incentives
Over the next 20 years, the program is projected to generate $90.3 million in total savings, including:
- $54.8 million in energy savings
- $34.6 million in solar savings
- $878,500 in operational savings
Additionally, the initiative is expected to generate substantial financial incentives:
- $7.5 million in rebates and investment tax credits (ITC)
- $11.8 million in Solar Renewable Energy Credit (SREC) revenue
Transformative Infrastructure Upgrades
The ESIP initiative includes several major infrastructure enhancements aimed at improving energy efficiency and sustainability:
- New Chilled Water and Hot Water Plant – Enhancing heating and cooling reliability for the Convention Center.
- 7.5 MW Solar Arrays – With 5 MW at the Convention Center and 2.5 MW at Boardwalk Hall, replacing outdated systems with cutting-edge renewable energy solutions.
- LED Lighting Upgrades – A citywide modernization expected to generate over $763,000 in annual energy savings—accounting for more than 50 percent of the project’s total energy efficiency gains.
- Integration with Atlantic City Electric – Strengthening the regional energy grid with cleaner energy distribution and enhanced system resilience.

Workforce Development and Education Innovation
Beyond infrastructure improvements, the ESIP initiative includes two impactful workforce development programs: The Competitive Edge Program and The Train-to-Hire Program, both designed to empower Atlantic City residents with career-building opportunities in the energy sector.
The Competitive Edge Program – Preparing the Next Generation of STEM Professionals
This program provides students and young professionals with real-world experience in renewable energy and engineering, featuring:
- Hands-on learning through direct work on energy and infrastructure projects.
- Mentorship opportunities with industry professionals.
- Career pathways including internships, certifications, and job placements in STEM fields.
The Train-to-Hire Program – Building a Skilled Workforce
A 12-week training program, overseen by Jingoli Power and Atlantic City Electric, aims to equip residents with essential trade skills. Over the past six years, it has successfully helped community members secure employment. The curriculum covers:
- Construction basics
- Workplace safety
- Life and employability skills
- Financial management and literacy
- Case management services
